Regional Representatives
The following individuals are the Regional Representatives for 2024-2026.
Western Region:
Christine Lowe, PE, CFM
Howard County Government
As a professional engineer (PE) and certified floodplain manager (CFM) with the Howard County Stormwater Management Division, Christine is honored to serve her fellow residents in the county’s mission to reduce flood risk and improve water quality through the county in the Chesapeake Bay. Christine is the county’s National Flood Insurance Program (NFIP) Community Rating System (CRS) Coordinator and helps manage the county’s National Pollutant Discharge Elimination System (NDPES) Municipal Separate Storm Sewer System (MS4) permit. Christine is a proud graduate of the University of Notre Dame with a Bachelor of Science in Engineering and Environmental Science and the Johns Hopkins University with a Master of Environmental Engineering.
Central Region:
Kelly Palmer, CFM
Charles County Government
Kelly has worked in the field of Floodplain Management for almost 14 years. She currently works for Charles County Government in the Department of Planning and Growth Management on the Zoning and Land Use team. Kelly serves as the County’s Floodplain Manager and she is working to get the County into the Community Rating System Program. Kelly graduated from Frostburg State University in 2006 with a degree in Urban and Regional Planning.
Eastern Region:
Amy G. Moredock, CFM
Queen Anne’s County Government
Ms. Moredock is a professional planner with 20 years of land use experience on Maryland’s Eastern Shore. She has been directly involved in both local and state planning efforts with a long history of not only drafting and implementing a wide variety of land use ordinances, but also of reviewing projects and permits. Her areas of focus include environmental regulation, floodplain management, resiliency and hazard planning, comprehensive planning, water resources planning, and housing. She is a member of the American Planning Association, as well as the National and Maryland Chapters of Certified Floodplain and Stormwater Managers. Having served as the Eastern Shore regional representative from 2013-2020, Ms. Moredock is the former chair the Maryland Association of Floodplain and Stormwater Managers (2022-2024) and current regional rep. She served as the MACo representative on Governor’s Intergovernmental Committee on Agriculture (GICA) from 2014-2024 having sat on the Agritourism Subcommittee and co-drafted the MDA model definition of agritourism. Amy also represented MACo on the Governor’s Accessory Dwelling Unit Task Force from 2023-2024.
